Changes to NR/L2/CTM/021 to be implemented on 04.12.10.

Suitability for COSS: From 4th December 2010, a sponsor must record on the NCCA database that an individual booked on an initial COSS training course is suitable for COSS training. There will be a separate notification
page called “Suitability for COSS” on the NCCA website for sponsors to
complete this task. Full details of how this can be recorded via the
NCCA website will be sent out shortly.

Trainers will be able to check if the notification has been recorded
using the existing “Check Training Candidates” mechanism on the
website. If an individual does not have the “Suitability for COSS” recorded, they will not be able to be trained as an initial COSS and the notification of
the training event will be blocked on the NCCA database.

Learning support for PTS: Following initial PTS training, a green square will be printed on the Sentinel card. This green square will remain on the card until a sponsor records on the NCCA database that the individual no longer requires learning support.

This notification via the NCCA website will generate a new card for
which the NCCA will raise an invoice at the same rate as notification of
training events. The sponsor who notifies that an individual no longer
needs learning support will be charged for the transaction.
If the end of learning support has not been notified by the time of the
PTS re-certification, the green square will remain on the card.
If an individual with a green square is awarded another track safety
training course (Lookout, IWA etc.) the green square will be removed
and there is no requirement to separately notify the end of learning
support.

As currently, all individuals with a green square must wear a blue
helmet when on or near the line.

Early renewal of competencies: If an individual attends a training re-certification for any of the competencies covered by NR/L2/CTM/021 up to eight weeks before the expiry date, the pre-existing expiry date will be used as the starting point for the new re-certification date (for the purpose of the NCCA database, eight weeks is interpreted as two calendar months).

PTS logbooks: All individuals who hold just PTS must have four logbook entries recorded before they are able to attend a PTS re-certification course. This will apply to all PTS re-certification courses after 4th December
2010.

As an example: a Sentinel cardholder has PTS which expires on 12th
February 2011. He attends a PTS re-certification course on 20th
January 2011. The new expiry date for PTS is 12th February 2013.
If an individual holds a higher level track safety competency, they are
required to comply with the logbook requirements for that
competency and do not need to have four logbook entries for PTS in
addition.

Individuals who do not have four logbook entries recorded will not be
able to complete a PTS re-certification course and must go through
initial PTS training as well as having a green square on the card.
There is no requirement to record logbook reviews for track safety
competencies on the NCCA database.

Track Safety Probationary Comptence. This is applicable to COSS, ES, PICOP and SPICOP Comptencies.

Recertification within 8 weeks of expiry - a person is still eligible for training using the appropriate recertification course materials.

Where a person has gone beyond the 8 week grace period, to regain competence they will need to undergo Initial training again. Once successfully completed the competence shall be awarded as a "Probationary" one irrespective of whether the candidate held the competency before. To remove the probationary status the candidate will have to undergo an assessment within 4 months of course completion.

Where a person's competence has been suspended or taken down due to a workplace assessment being missed, then the candidate will need to attend Initial training again. Once successfully completed the competence shall be awarded as a "Probationary" one irrespective of the fact the candidate held the competency before. To remove the probationary status the candidate will have to undergo an assessment within 4 months of course completion.

Log Books required for PTS trained staff. From this date candidates' attending a recertification course must bring their PTS Work Experience Book with them complete with 2 entries in it. Candidates failing to bring their Book will not be able to continue with the training event.

Those successfully completing Recertification course will have their Book endorsed by the trainer or will be isued with a new Work Experience Book, if the old book is full.

Those passing a PTS Initial course will be issued with a Work Experience Book. A record of 2 entries in the work experience book must be made before any person will be able to attend their next PTS Recertification Course in 2 years time.

If you have a higher level of competency than PTS, then there will not be a requirement to complete the entries for PTS, but you must for the higher level you are competent at.
